Under the guidance of CIO Lynn Fyhrlund, San Bernardino County was named the 6th-place honoree in the largest population category of the 2025 Digital Counties Awards, presented by the Center for Digital Government. The recognition marks a significant win for the county, one of seven California jurisdictions recognized this year.

Strategic Use of Data and CRM Systems fosters stronger

A notable initiative has been the establishment of a dedicated Business Relationship Management team and a major upgrade to CRM systems powered by Microsoft Dynamics 365. These enhancements enable more robust analytics and better insights into resident needs.

Integrating AI into Development & Communication

The county’s Innovation and Technology Department has embraced AI tools to fast-track internal development. By deploying GitHub Copilot, the Solutions Development team reduced project timelines by nearly 30% and minimized coding errors.

In public engagement, the county introduced Wordly, a live translation platform used during board meetings to enhance accessibility and serve a linguistically diverse population.

Drone Technology & GIS for Advanced Infrastructure

Through the San Bernardino International Airport UAS Center, county agencies have implemented standardized drone use across departments. Combined with enterprise access to Esri’s GIS platform, this initiative enables efficient aerial data collection, vital for planning, environmental analysis, and emergency management.

Data-Driven Homelessness Response

The county is leveraging GIS technology in its annual Point-in-Time Count to improve targeting of resources and outreach to unsheltered populations, enabling more strategic deployment of services.

Strengthening Cybersecurity

In 2024, San Bernardino County expanded its Countywide Information Security Program by forming a Threat Intelligence team to counter cyber threats proactively. The county also upgraded its phishing simulations to train employees with real-world scenarios.

At the same time, the county relocated its headquarters to Colton, enhancing infrastructure, increasing staff access, and improving recruitment of tech professionals.
